Abstract
The need for a reading curriculum that incorporates best practices in reading is apparent in today's classrooms. Highstakes testing, which emphasizes reading, requires a curriculum that encompasses literacy skills. In addition, teachers must differentiate their instruction to meet the needs of all students. This paper examines several research-based, best practices in reading instruction and Response to Intervention (RTI). RTI is a researched based, preventative model for the early intervention of reading difficulties in the primary grades. The importance of developing a comprehensive reading curriculum, combined with an effective RTI model is discussed. The purpose of this project is to determine the essential elements that should be included in a reading curriculum for primary readers - particularly those identified for reading intervention.
